Issho (イ ッ シ ョ ウ Isshō, Issho?) Better known as Fujitora (藤 虎 Fujitora, literally means "Purple Tiger") is an Admiral in the Navy. He was first mentioned by Sakazuki when discussing the latest plans to deal with Luffy and Law at the Dressrosa Arc.
Appearance

Fujitora is a blind person who only looks at the whites of his eyes. He has a cross-shaped scar on the left side of his forehead that extends past his eyes. He has a short haircut, black mustache and beard. He has a tall body, like the other admirals. At the beginning of his arrival he wore a robe covering his brightly colored Navy coat and kimono tied with a dark belt. Issho uses shikomizue (Japanese Sword Stick) which serves as a stick for blind people and wearing geta sandals.
Personality
Issho seems to be a reasonable person who really trusts people, as seen when he believes that he continues to experience defeat in roulette games. When he was told by Luffy that he was being cheated and when his deceiver tried to kill Luffy, he replied mercilessly to making a big hole with his abilities and said "There are times when you can't see in this world luck, because there are many scary things you don't want to see" .
He was also responsible for the damage he caused and gave his guarantee by giving a paper to the Bartender Bar to replace all the damage as he had made a big hole in the bar and he showed concern about the safety of innocent civilians more than his desire to arrest and punish criminals. Despite his responsible personality, he seems to enjoy gambling and is not entirely serious in his duties, such as when he was playing roulette which was supposed to capture the Straw Hat Pirates and Law.
He appears to follow his own instincts instead of following the doctrine of the Marines about "Absolute Justice". He still trusts Law, making a mixture if Law is truly allied with the Straw Hats so he is "Black" but if the Straw Hats are merely subordinates then Law remains "white". He thinks that anyone who is a subordinate of the Shichibukai can be suspended. He knows something is wrong with Doflamingo, like hearing the mention of the name "Joker" by Caesar, but because he has no strong evidence and while Doflamingo is still a Shichibukai he can't do whatever he wants.

As an admiral, Issho had command over thousands of troops whose rank was below him, his status being the second highest in the Navy organization, only under Admiral Fleet Sakazuki. He also has the right to activate Buster Calls on each island which he considers to be a threat, and to give agents of the lower ranking World Government such as privileges.
According to Doflamingo, Issho and Ryokugyu are two very strong and respectable admirals within the Navy. In terms of combat power, Issho is considered to be one of the strongest individuals in the entire structure of the World Government, as the admiral is considered to be the "Strongest Military Force". Sakazuki was at least strong enough to believe Fujitora in dealing with the Famous Pirates, Monkey D. Luffy, and a Sichibukai, Trafalgar Law.
