Spandam is the head of CP9, the executive of the World Government's secret mission. Previously he was a former head of CP5. He is the main antagonist to the story of Enies Lobby.
Appearance
Spandam looks rather pale, with a slim body and purplish purple shoulder length hair. He has a large black camouflage around his eyes and his nose shrinks in dark red, which makes him called "Spanda" by Franky. He wears a face mask from the skin covering his nose and a scar on the forehead just above the eyebrow, right cheek and chin. The scar was obtained when Franky struck him eight years ago. He also wears brown leather gloves and a high-collared black leather vest that matches his pants and belt. He wore white shoes with brown tassels extending from the heel, wearing a light gray shirt with long sleeves adorned with a diagonal pattern under the vest collar. His face was very expressive and he had a cynical smile that made his eyebrows form a little angle.
In Franky's flashback, Spandam's face has not been damaged and is slightly longer with jaws appearing stronger. He wore a long black coat with gold ornaments and a World Government symbol with large shoulder pads, a white shirt with a black tie, a gray vest and an exact diagonal pattern on his shirt eight years later, black pants and short brown boots and gloves . His hair was partially brushed back and he had a little bit of sideburns.
In SBS Volume 44, Oda drew CP9 as children. Based on this illustration, it seems that Spandam had a small elephant as a pet when he was a child.
Characteristics
He will do whatever they ask without question. Like the CP9, he really hates pirates. He also strongly believes in absolute justice and he will do anything to achieve his goals; including hurting innocent people or betraying their own friends. It appears that he has no consideration for the lives of others; told the soldiers to sacrifice for their safety or blame the CP9 for their own carelessness which caused defeat at Enies Lobby.
Ability
Spandam has absolutely no fighting ability. According to Fukurou, the Spandam doriki value was only 9, lower than the lower rank warriors. As a means of defense, it is more dependent on CP9's ability to protect it. He also has a "Funkfreed" sword; a sword that can turn into an elephant as a personal protection.
History
Past
Fourteen years before the start of the main storyline, Spandam, who was still the head of the CP5, got orders directly from the Gorosei to get the ancient "Pluton" weapons blueprint from Tom in Water 7. Because of being rejected, Spandam then trapped Tom with Franky's ship by attacking the ship Justice. As a result Tom was arrested and then taken to Enies Lobby to be sentenced to death.
He then served as head of CP9, who had just replaced his father Spandine. Three years later, Spandam sent four CP9 agents; Rob Lucci, Kaku, Kalifa and Bluen to disguise themselves in Water 7 to complete their first mission to take the pluton blueprint.
Water 7
Spandam was contacted by Admiral Aokijit about the arrival of Nico Robin and the Straw Hat Pirates. With CP9, he began to arrange a plan to suppress Iceburg. He also obtained a special authority to call Buster Call from Aokiji to support his plan. The first Spandam was seen when CP9 contacted him about the arrest of Franky. He then ordered him to take him to Enies Lobby.
Enies Lobby
In Enies Lobby, Spandam with other agents; Jyabura, Fukurou and Kumadori, welcomed Lucci's success and others brought Nico Robin and Franky. The guards reported the arrival of the straw hat crew that attacked the island. He initially did not respond to the report, thinking the pirates would be defeated, but turned panic after seeing Blueno defeated. Franky tried to run away with the "Coup De Boo" by carrying Robin. But it only landed outside the edge of the building. After Franky burned the pluton blueprint, Spandam ordered the CP9 to face the straw hat crew while he rushed to take Robin with Rob Lucci's escort.
