reverie

Reverie (literally translated as "World Council") is a council (trial) formed by the World Government consisting of the world's largest leaders of various kingdoms.

Meeting

Meetings are held every four years and usually in Mariejois and the king or queen gather to discuss matters that can affect the world. One agenda that seems to occur regularly at this meeting is the topic of Revolution and Monkey D. Dragon.

Because this is a meeting of state leaders, a full-scale war can begin if one king only insults the other. An example is when Wapol accidentally hit Nefertari Vivi as an act of revenge against his father, Cobra, after he scolded Wapol for his selfishness. Because Vivi and Cobra's kindness, they did not retaliate with war, then Wapol was angry and left.

A member of the royalty concerned does not have to be a member of the World Government to attend the event because about two hundred years ago, when Fishman Island signed an agreement with the World Government, King Ryugu was allowed to attend Reverie to sign the agreement. However, Fishman Island did not join the World Government at the time, even though he wanted to join the next event. They are looking to attend the next Reverie and finally join the World Government, provided they have signatures from island people in supporting the actions and support of the World Nobles.

Benefits

In addition to discussing important issues, there are benefits for countries on the side of the World Government. Countries not allied with the World Government have restricted immigration that is legal and legally limited to their respective islands, as in the case of Fishman Island whose inhabitants are not welcomed throughout the world today. There is also the problem of building trust and relations between countries, which can only occur if the state is not only present but joins the trial of Reverie (Dream) for the cause. The World Government also supports countries in the Reverie, but does not support non-affiliated countries.

The threat of revolution is a serious problem that threatens the council for more than a decade and has been worthy of discussion at least once in the meeting. However, not all kings seemed to feel there were many threats. Wapol itself is one of the kings as when Cobra saw it as something that could not be taken lightly, for any action that was considered a "revolutionary" seemed shunned, even if there was a slight change in the governance of a nation. Wapol said that if anyone tried to overthrow his kingdom (Drum Kingdom), the World Government would not be happy and that would be a risk factor, when talking to Dalton. Even though Wapol didn't even think about Dragon or the Revolutionary Army at that time, he only referred to his kingdom which kicked him out, which would make other members angry.

Wapol: The former king of the Drum Kingdom, only cared about what was not related to his own existence, making him less popular with these members. He lost his position when he was defeated by Monkey D. Luffy, stripped of his kingdom by his people (all hated him), and became the CEO of a toy company after a series of events. However, he is now the king of the new kingdom, the Black Drum Kingdom, which has been recognized by the World Nobles.
