Jorge is the head of the Judicial Ship that sailed to Water 7.
Appearance
Jorge is an old man, with a big white mustache and a beard. He has a wrinkled face, and wears a purple hat that is uniform with the judge's robe.
Personality
He is willing to let Tom build the Sea Train, so it can be concluded that he cares about a better future for Water 7, and he is probably a very caring person.
Ability and Strength
As a judge, his decision carries a big burden. He has the power to punish someone even a very influential shipbuilder like Tom with a death sentence.
History
He judged Tom twice: first giving him the death sentence at Enies Lobby for making the Gol D. Roger ship, namely Oro Jackson, but was forgiven after hearing that Tom planned to build a sea train, and asked if he could connect it to Enies Lobby. He forgives Tom, giving him time to build a sea train.
After fourteen years, Jorge returns to Water 7 and is fascinated by the sea train, then plans to permanently forgive Tom. However, his ship was attacked at the behest of Spandam, the CP5 leader], using Franky's warship, and after that made Tom and his students responsible for the crime. The judge forgave Tom for the first case, but punished him and his students for what Spandam had done. At the last moment, Tom managed to bid that the construction of the sea train could forgive him for the crime, as well as the case of helping Gol D. Roger in the past, hoping to save Franky and Iceburg from death. The judge agreed, and Tom was taken away by CP5 to the Sea Train he had built.
