Rob Lucci is a member of a great carpenter at Galley-La Company's. He is a sawmill specialist, treenail and a bolt specialist at the Galley-la Company's. But actually he was a member of the most powerful CP9 and who got the pluton blueprint from Iceburg.
Appearance
Lucci is a person who can be said to be tall, slim, and muscular. He has curved eyebrows and a shaved beard. He has long, wavy hair that is sometimes tied to a ponytail. When he is not fighting, Hattori, his pet dove usually perches calmly on his shoulder. Lucci has five scars on his back in the form of symbols of the World Government.
As Shipwright (shipbuilder), he wore brown trousers with caramel-colored suspenders under a white tank-top and shoes with black hats. As a CP9 agent, like other agents, he wore a black suit, black shoes, white tie, and a handkerchief in his pocket.
Personality
As long as it is in Water 7, Lucci never speaks, but prefers to speak through ventriloquism, through his pet dove, Hattori. But after he revealed his real job, to work as a World Government Agent, CP9, Lucci spoke like an ordinary person. Hattori was always on his shoulder until Lucci started fighting, which he preferred to fly until the fight ended. Lucci seems to be very far from other people, including other workers, and Iceburg

Lucci was shown as an agent of CP9 that was cold, almost never showing emotion (although he was shown surprised to learn that Franky had a Pluton blueprint all this time, and grinned when he told an official that bringing Nico Robin back would not happen and when convincing Kaku and Kalifa to eat Devil Fruit and when he and Spandam realize Luffy is following them, maybe because of his lust for fighting). Even though he was lacking in terms of showing emotion, he did not like being insulted. During his fight with Luffy he did not pay attention to Usopp, until finally Usopp insulted him. An example is a brutal attack on his friend for five years, Paulie, which he tried to kill after the CP9 identity was revealed. He also stated that he did not feel he had ties to the city he had lived in for five years, and he did not seem to have feelings for his CP9 colleagues, let alone Spandam.
Interestingly enough, he reacted violently if someone called him gakki (Japanese slang for children or bad boys), responded with a kick and denied it when after Franky and Iceburg called it like that. He acts offensively if someone shows weakness while around him, as seen when he tells a cowardly Marine on the Buster Call to shut up and further away when he removes his new friend by trying to kill him because he is considered weak. The reason why he killed five hundred soldiers in the past was because of his belief - believing that weakness was a sin; personally, he believes that anyone who shows weakness is no better than a criminal. He also believes that if he is involved then the situation means that blood will fall and that he does not have to accept the views of his superiors as long as he successfully completes the mission efficiently.
In battle, he is a very sadistic and cruel fighter, and seems to feel comforted and satisfied when he manages to make the opponent feel physical and emotional pain, making him a sadist. This scene, and when he was waiting for the fight, was the only time when he looked very happy. At the Justice Tower in Enies Lobby, he revealed that he was the reason for joining the World Government only to be allowed to kill people legally. An example of Lucci's violent lust was when he jeopardized the mission to take Robin to the Gates of Justice by letting Luffy follow him, with the main aim to fight with him, seen when he grinned when Luffy broke through the door. Lucci's cruel nature was also shown as he turned completely savage mode during the battle, in order to attack Luffy even harder. Another example of his sadistic behavior was when Lucci flooded the underwater hall leading to the Gate of Justice trying to kill the Straw Hat Pirates in the hallway, because he wanted to eliminate everything Luffy had just to make him angry. He has a habit of mocking and insulting his opponents, this is seen when he taunts Luffy about the possibilities he has for killing Nico Robin. While in Zoan mode completely, he acts more like a bloodthirsty animal, as seen when he persecuted Luffy.
