Leo is the dwarf of the Tontatti kingdom who first appeared at Green Bit, where he was with a group of other dwarves, who had attacked Navy soldiers.
Appearance
Leo is like any other dwarf, small and has a large hairy tail and a pointed nose. He has long brown hair and reminds him of a crooked hat-like crown. He also wears jumpers, google glasses, shoes, gloves and ties. Usually he also carry a gun.
Personality
Leo has a personality like a warrior, but a fellow dwarf, he is very easily fooled. However, he still followed his royal law when he asked Robin to give weapons in return for his freedom
He is like Kin'emon, apparently not aware of the existence of Devil Fruit, because he calls Strength Robin as magic.

Leos have qualities of all dwarves including extreme strength, extreme agility and membudiyakan all types of plants.
Devil Fruit

Leo eats the Paramecia-type Devil Fruit, although he calls his strength a magic "Strength Nui Nui" ("ぬ い ぬ い" の 力 Nui Nui no Chikara?) Rather than Devil Fruit. The Devil Fruit Ability gives him the ability to sew together and if they sew not like it happens there is nothing.

History
Dressrosa Arc
Leo responds to the Marine when they ask if he is one of the Straw Hat Pirates, and asks if they are good or bad people. When the Marine answers that they are good people, Leo tells the Marine to hand over their weapons. When Marine refused, he disarmed all their weapons. When Kabu was caught by Robin shortly thereafter, Leo and other dwarves came and caught both Robin and Usopp by making them sleep using a type of anesthetic flower. They then bring Robin and Usopp to the Kingdom of Tontatta.
He used the ability of his demon fruit to tie Robin to the ground while the other dwarves examined his body and contents of his bag. When Robin wakes up, the dwarves are shocked and Leo begins to interrogate, questioning whether he is a bad person. When Robin says that he doesn't mean to be evil and won't tell anyone about their whereabouts, Leo is very easy to believe and releases Robin from the bond while smiling happily. When Robin tried to leave their kingdom, Leo demanded to give all his weapons or would strip everything he had including clothes. Because Robin has no weapons, Leo and the other dwarves try to take off his clothes. However, Flapper stops them and tells them not to harm Robin because he is a friend of the "hero".
While Usopp and Robin partyed with the dwarves, Robin saw a statue of Montblanc Norland. Leo then tells about how Noland helped Tontatta's Kingdom in the past. Believing that Usopp was a descendant of Noland and a great person, Leo and other dwarves asked Usopp to play them in the battle against the Donquixote family.
Then, Leo is seen saying goodbye to his grandmother and preparing for his trip. Outside, Usopp asks why the dwarves want to fight Doflamingo. The dwarves laughed, and said that they would want to destroy the "Dark Factory", where five hundred of their friends were forced into slavery. Leo tells Usopp about Princess Manshelly who is rather rude and selfish, but they all love her because she is a friend. The dwarves set off, stating that they had business under the Colosseum, where the factory was located.
